July 22, 2008 - Governor Culver signs extension proclamations to help in recovery efforts
Governor Chet Culver has issued an extension on all disaster proclamations to August 22, to help Iowans affected by flooding and severe weather as they continue with the clean-up efforts and the rebuilding process.
July 24, 2008 - Haying and grazing waivers
Today, Governor Chet Culver today announced steps that the Iowa Departments of Natural Resources and Transportation are taking to enhance their public land access processes to assist farmers affected by this year’s flooding and severe weather.
July 9, 2008 - Amends Iowa DOT's administrative waiver issued June 30, 2008
Expiration date: Through July 30, 2008
This amendment pertains to the decision extending the spring “seasonal period” for drivers operating commercial motor vehicles who have been issued a restricted seasonal commercial driver's license (CDL) and are employed by an agri-business that supplies agricultural chemicals, fertilizer, seed, or animal feeds to farm customers.
July 8, 2008 - Suspends the contract letting cap
Expiration date: Shall remain in effect through the period of time that the disaster declarations remain in effect for the disaster counties.
Suspends regulatory provisions of the Iowa Code that set a cap of less than $1 million for emergency highway or bridge repair and reconstruction contract lettings.
July 3, 2008 - Electrical repair crews
Expiration date: Effective through period of time that the disaster declarations remain in effect for the impacted counties.
Suspends regulatory provisions pertaining to hours of service for electrical repair crews and drivers while responding to disaster sites; raises the maximum weight limit on loads related to electric repairs on all highways in Iowa, except the interstate; and suspends other requirements pertaining to operating authority, fuel tax permits, and medical cards and minimum age for commercial drivers.

Suspends regulatory provisions pertaining to hours of service for flood repair crews and drivers while responding to disaster sites; raises the maximum weight limit on loads related to flood repairs on all highways in Iowa, except the interstate; and suspends other requirements pertaining to operating authority, fuel tax permits, and medical cards and minimum age for commercial drivers.
July 3, 2008 - Replacement of titles and driver's licenses
Expiration date: Effective through period of time that the disaster declarations remain in effect for the impacted counties.
Suspends the regulatory provisions of Iowa Code prescribing a fee for obtaining a replacement vehicle registration card, plate or pair of plates, certificate of title, driver's license and non operator's identification card; and lifts the five-day waiting period for issuing a replacement copy of an original certificate of title.
July 3, 2008 - Trailers used for disasters
Expiration date: Effective through period of time that the disaster declarations remain in effect for the impacted counties.
Suspends the regulatory provisions of the Iowa Code regarding title and registration of trailers purchased for the purpose of flood relief efforts; and requires that such trailers be properly titled and registered within 30 days of the expiration of this proclamation.
July 3, 2008 - Counties eligible for local and state assistance
Expiration date: August 22, 2008
Proclamation of disaster emergency that identifies affected counties, and authorizes local and state governments to render goods and aid to these areas.
June 30, 2008, Iowa DOT Decision on Petition for Waiver or Variance - This decision extends the spring “seasonal period” for drivers operating commercial motor vehicles who have been issued a restricted seasonal commercial driver's license (CDL) and are employed by an agri-business that supplies agricultural chemicals, fertilizer, seed, or animal feeds to farm customers. A restricted seasonal CDL is valid to operate Class B and Class C commercial motor vehicles, including tank vehicles and vehicles equipped with air brakes, but is not valid to drive Class A commercial motor vehicles. A restricted seasonal CDL is valid only within 150 air miles of the employer’s place of business. The normal planting season as defined in the Iowa Administrative Code is March 15 – June 30 of each year. Under this extension, restricted seasonal licenses are valid through July 30, 2008.
