Iowa 13 in Delaware County now passable AMES, Iowa – According to the Iowa Department of Transportation (Iowa DOT), Iowa 13 from Manchester in Delaware County north to the Iowa 3 junction at the Delaware/Clayton county line is now passable, but driving lanes are still very narrow. The Iowa State Patrol is not recommending travel in parts of northeast Iowa, including a section of Interstate 80 from Grinnell (exit 182) to West Branch (exit 254). #
